Anything a business requires bookkeeping. The governrment has reporting requirements that can result in large costs. Companies can recover and do recover costs from the consumer. I think that is the whole point of running a business. My own employer a not for-profit. They charge administrative fees for the 401k. They charge fees if I have a payroll deduction for charitable giving.
