    My Tenchi Cels came from a verified dealer and another collector. There are 4-5 on ebay at any time, but they rarely sell high if at all. People don’t want to buy unless they know what they are getting. A verified cel has a cost difference as that of a raw and a CGC 9.6 of the same book. I would imagine it is the same with Disney, but to a higher extreme.
