Yah...he was returned a couple weeks ago in DC Universe 0.

 

They've not given an indication (that I've seen) if his return is permanent or temp to bookend the crises.

Yah....i've heard that bit of lore over the years in the debates about how to bring back Barry in a useful way...but I've never read a flash book after Barry 'died' so I don't know how many times that's actually happened.
