How are comics without their 3-D glasses graded?

Do they automatically get a Qualified label or can they get a Universal, but with a hit to the grade? Or does it all come down to how the glasses were affixed to the comic (e.g. stapled into the book or packaged in a polybag)?

 

The book I have in mind is Maxx #1 3-D and wondering how a copy with no glasses would be handled.

If the glasses were attached to the interior and are no longer there CGC will give the book a Qualified grade (if the grade of the book is high enough). It will also be marked INCOMPLETE. If the glasses were not attached to the comic, the book should get a Universal grade.
