Most likely, yes. I picked one non-key, non semi-key book from the run:

 

Cap 108 8 in 9.8, 42 in 9.6, and 40 in 9.4

GL 83 1 in 9.8, 10 in 9.6, 20 in 9.4

 

Not really interested in doing any more research but GL's probably tougher in HG
