Glue on spine why some BLUE why some PLOD?

I tried searching for an answer as I'm sure it's been asked, but search brought nothing up that was significant. So, sorry in advance for not locating an old thread if it exists.

 

Currently, member nickelspot has an AF 15 3.0 purple noted with glue and tape inside the book.

I've seen some blue labels where it's noted on the label 'small amount of glue on spine". Example, Planet #1 offered by cheetah in the following link;

Why doesn't a purple label apply for the Planet or vice versa blue for AF15? Is it based on the volume of glue on the book? If I recall tape is allowed in the 3.0 grade and not considered resto is it? Thank you for answers and sorry if this is a repeat question.
