I have just picked up Quasar #1,2,34, or Operation: Galactic Storm parts 3,10,17. From 2nd & Charles. I was puzzled at the idea that 32 issues took place between parts 10 and 17.  I knew other Avengers titles were in the story line.  I am thinking it is more of an “error”.  I have #32 (listed as 1 on the cover, but in credits it’s #32 as Direct), #33 (listed as 2 on the cover, but in credits it’s #33 as Newsstand), and #34 as Direct.

Quasar was a Direct-only title, but the other titles in the crossover weren't. So in order for Newsstand readers to be able to get the complete story, the Quasar portion of the crossover were printed for the Newsstand, but those issues were numbered starting with 1, since the first 30 or so issues were not available on the Newsstand. To confuse things further, there are be Direct and Newsstand versions of the mini, so the same story was available to Direct readers with 2 different numbers.

I think they just didn't bother printing 2 different versions of the interiors, which is why the numbers are still in the 30s in the indicia for all versions.
