It isn't absurd, that credit has specific requirements in order to be obtained. In this case they wrote and produced the pilot episode of the series and are responsible for bringing Game of Thrones to television. To say they tweaked the books is a bit dismissive of the amount of work it takes to translate a book or series of books into a coherent television show. This is even ignoring the fact of how successful the show became, as it is extremely difficult to take the fantasy genre and have it become mainstream.

They are "adaptors," not creators. Martin created this stuff. Nobody says ___ (Peter Jackson or whoever) "created" LOTR/Hobbit.

No, they are creators. That is television industry terminology that is attributed to a person or persons that meet a specific set of criteria and are the person or persons primarily responsible for putting a show on television, whether the story and/or characters are original or not. You gave a poor example using a feature film, which is entirely different than a tv show, and does not use the creator credit but instead "story by" and "executive producer".
