Can a books grade change if it is submiited only for re-holdering?

I was under the impression that if a book was sent in for re-holdering then this is the only service that was carried out (assuming the seal is still intact).

I am now led to believe that the grade of a book can change during this process. Why would the graders even see the book if the grading fee has not been paid?

Please can you clarify whether or not the previous grade assigned to a book can be revised when the book is sent in only for re-holdering. Thank you.

Every New Holder book is reviewed by a finalizing grader to see if it has been mishandled or tampered with in any way. If it has been severly mishandled it can possibly suffer damage to the book which would affect the grade. In such a case, the customer would be called immediately, otherwise the book would be re-encapsulated at the same grade.
