I already replied to this-this was not citizens cracking wise while chitauri were attacking  Totally different.
Also the shwarma bit was after the entire threat was gone.  Fine to crack at that point, in any movie.
shang chi was mostly a comedy routine-hard to feel any sense of drama whatsoever when everyone including civilians is yukking it up.
