My understanding is that Sony wants to stress that there are just FIVE villains in this film and that there is no math that gets them to a "Sinister Six".... so they can reserve that name for a future iteration based on some of the solo villain movies they have in production/development, such as Morbius, Kraven and even now Rhino (in addition to villains already introduced like Vulture, Scorpion (teased) and the ones used in NWH).
