What was the reason for my express order delay? 0

I have an express submission delivered on 4/30 that has been sitting in grading since 5/18. I called this morning to see what was going on with it. I was told the payment had processed and it would be shipped by tomorrow.

I'm thrilled to have it coming back soon, but I'm still curious as to why there was so much of a delay? Express turnaround times have been listed as 7-12 days during this time and my card has been at CGC for 24 business days, 12 days just for the grading step. It's almost at Standard turnaround times. If it has been there as long as a Standard submission, is there possibility of compensation for the extra cost of submitting Express over Standard since my card didn't really get graded at that speed?
