It looks like a "20" to me. As in 20 cents.

 

It reminds me of the used book store I frequented as a kid. They would just write the price on the cover.

It is not Joe Orlando. It was common for many resellers to write their price in grease pencil somewhere on the book.

I have many, many book still in the collection from when I was a youngster that are from the legendary '15' and '20' pedigrees.

That's what I always assumed.  Thanks for the responses.  Why would somebody get this book signed given the condition and the nature of the book?  The penmanship is pretty sweet though.

You never know! It is a good idea to check. I've seen some signatures on strange books or really rough books over the years.
One of the first signatures I ever acquired was when a writer (Dun Glut) came by our local comic shop waaaay back in the day.
All I could find were rough copies of a few books he had written.
