I am planning on submitting a Special Delivery Pikachu. It is still in the cellophane packaging. Will CGC grade in the cellophane? If not, can I send it in still in the cellophane to help prevent damage or does it have to be removed before I send it. Thanks for any info.

It will have to be removed by you and put in a penny sleeve and a card saver. They do not grade cards that are factory sealed nor will they open it for you to be graded.
