CGC - Lose Inner Chamber - Normal?

I recently purchased a ASM CGC slab and it seems the inner chamber is completely sealed though seems loose inside the outer chamber when I shake and turn it on each side. Is this normal, is the only fix to re-send to CGC for a reholder. Not sure if I have much room to complain to the seller so wanted to get some feedback.

As long as the inner well is completely sealed the book should be fine. This has been happening more often lately, apparently to minimize Newton Rings. 

No reason for a re-holder or to complain to the seller. I would advise not shaking it around anymore, though...  (thumbsu
