Tiny blue dot among spine of ASM 361 1 1

Tiny blue stain on the spine.  Is this some sort of manufacturing defect or color touch?

Yes, and it appears as if there are numerous tiny ink spots along the spine edge.

Under the loupe, I would expect that these spots would show up as a singular color as opposed to the dot matrix pattern underneath. Is this accurate?
