A CGC 3???? 1 1

Can anyone see what caused this card to get a 3? I looked at certs for other pokemon cards graded a 3 and this seems way off to me. Cert # 3834521035 https://www.cgccomics.com/certlookup/3834521035/

From the photos, I can see that the entire back of the card has staining, which heavily effected the surface grade, and therefore the overall grade of the card. There also seems to be paper pulls on the top Pokémon logo.

Ah, Thank you I did not see all the staining on the back until you pointed it out. I saw the one spot around the "K" but there is certainly a lot more. At least it is one of the nicest looking 3's for display.
