I think this has already been made available.  I'm pretty sure the "other guys" let you submit any original art for encapsulation, not grading, as long as it meets the size constraints.  The label will identify the "artist"

So if someone is willing to pay enough, would cgc also put out yellow-label SS pages signed by William Shakespeare? What's the difference? 

This and many other questions / concerns were brought up by numerous CGC members...but all fell on deaf ears...
