Legit or bogus ‘2nd print’ sticker from publisher?

I bought this book the other day on the boards. Now trying to figure out what this sticker is all about. Really put on by publisher or just some random dude that decided to put a sticker on it?  Publishers in GA did multiple runs on popular books but never marked them as later runs. Is this an example of a ‘2nd print’ or bogus?  Never seen such a sticker.

It's doubtful that the publisher extended a run given war paper restrictions.  My best guess would be that the label was devised to help sell leftovers.  

It might've been slapped on by any store, newsstand or distributer to move remaindered stock. hm

A distributor may have re-issued the returned copies if stands were asking for them.  Even in the 1980s, some comics sold better in some parts of the country and less well in others.  As mentioned, almost anyone along the distribution chain could have added this.
