Batman # 92 PGX 4.0 - Glue on Tear at Spine - Does CGC consider this restoration?

I just bought this thinking I got a great deal then I realized there had been an amateur glue repair - My question - Does CGC treat this as restoration? Blue or Green Label?  The seller had the following notation on the listing - "Complete and Unrestored" - It is a Blue Label from PGX with the Glue repair noted on the label. Your thoughts as always are greatly appreciated:

Thanks for the replies. My heart sank as I discovered this fact immediately after I made my winning bid. The seller had "Complete and Unrestored" in a tag line under the title of the listing which I feel is a little bit of misrepresentation. It's on me that I did not read the label more carefully and asked questions prior to bidding. I just ran across it as the bidding was ending and made a quick bid without doing my due diligence.

Items that arrive "significantly not as described" can always be returned (at no cost to you) for a full refund.

My final piece of advice is just this: Slow down!  If you haven't yet learned that the letters P-G-X are a huge red flag, you really should not be making $600 impulse buys.  :preach:  Need more than just one man's opinion?  Here ya go.  The difference in grades and PGX's unfamiliarity with the most famous pedigree of all time are striking enough.  But the reason for CGC's Qualified Grade is the real gut punch.  :whatthe:  :whatthe:  doh!

Fortunately, the seller was gracious and will be cancelling my order before he ships it. Disaster averted. Yea, definitely bought this book in a fever and did not read close enough. I will be more careful in the future. On the same token, in the description it reads  (A moderate amount of glue in recent years has been deemed Not Restoration by professionally grading companies).

Is the Comics # 1 from a personal experience of yours?
