Is it True CGC cannot/will not Grade a Museum grade comic?

Is it true CGC will not/cannot grade these? Dust cover is Signed by Stan Lee and book itself is 250/500

 

Who do I submit to if CGC cannot grade these?

CGC won't slab museum editions because of possible damage to the comic.

 

I doubt PGX will either.

The Seller had mentioned PGX as a possibility... What is the big deal? or am just missing something.?

they are print with an extra cover the extra cover is different from the interior cover it is printed on high grade paper and oversized causeing an over hang they are beautiful but can be damaged rather easily.
