First page you posted counts against the flying argument going by the text, but the second page certainly confirms it for me.

Oh, it's plenty equivocal.  In every panel he is leaping up, hovering, or plummeting back down.  Which are the words they use in the various pages as well, "leaping" and "plummeting."  Certainly once they would use the word "flies" and show him with more horizontal velocity.  Read through every panel of Superman #10 and on the balance it is more like Hulk jumping (plus some 1930s comics suspension of disbelief physics) than later Superman's "unequivocal" flight.

thats what I thought too.

Follow his cape. I think about what his cape would be doing if he was in a powered flight and each panel seems wrong.  Then I reimagine each panel as if he was leaping tall buildings in a single bound and my minds eye says- WE HAVE A BINGO!!!!!!
