NYCC Drop Off NOW REQUIRES PAID SUBSCRIPTION TO CGC 0

I know in the past the free subscription would be enough to submit books at NYCC but this year it seems that you need a paid subscription.  The web form seems to say that and after a phone call the agent said you would at least need a basic $25 subscription to submit books.  Can anyone tell me if that agent was wrong...CGC Staff preferred..
