Avengers # 3 - Is this restoration? 1 1

Please check out the cover where someone took some sort of marker and colored over Giant Man's face. Please note the person colored in the issue number with the same marker. You can see where the marker bled through the to the inside cover. I don't think the intent was to do any restoration, but my opinion does not count. What do you think CGC's opinion will be? The coloring over the issue box looks like scribbling, while the red over his face is red on red, likely restoration from CGC.

I don't think CGC will consider this restoration. I can't clearly tell by the photos but there doesn't appear to have been an attempt to hide a defect.

Personally, I wouldn't hit it for resto, but at CGC you can never be 100% sure how things are going to go...

I've seen less helpful and more off-color scribbling get tagged as resto so I'd say it is restoration, despite obviously making it look worse.
