Came across this issue. For 1946, incredibly clean. Grader Notes: 

Right Bottom Front Cover Lite Bend (I do not see this)
Spine Lite Stress Lines Breaks Color (Clearly visible)
Spine Moderate Fraying (Does this include the front cover bottom left corner chip?)

Here is what I see in addition to the Notes above: (1) Item I circled in red (hair or scratch), light scuff marks around hero's right calf and boot, back cover lower right rounded edge, back cover piece missing from top left corner, and back cover mild discoloration/tanning along mid-lower left edge.

Does this merit an 8.5?

Any other era it would be a 7.5/8.0.

it screams "book I would initially undergrade in a CGC board contest & then overcorrect by a least 2 grades knowing my propensity to undergrade GA books"

My thought is that this got a GA allowance. It is >75 years old after all.
