Missing loose insert 0

Hi everyone new person here. And terribly worried to boot. Send in a complete narrative Illustrations from 1942 with a loose insert. Due to age it went in as express. Sat fora bit. Ended up in pressing for 3 weeks and still came back looking the same. But sadly that's not the problem. When I opened it up from the carrier the label said missing insert which thankfully I had photos and video of. Because I sent images to a friend. So spoke to someone very helpful and he ssaid he would look into it. Then told me to send back as an ME. ( mechanical error) it has been a month but after calls and checking in I got an email back saying it's still missing and they are reslabbing and returning to me.... my question is...is there any recourse I sent it in complete.
