Can anyone identify this page?

Someone reached out to me for help but  I thought it might be from Spidey Super Stories #24 but no luck, this page isn’t in there.

Sometimes they didn't use all the artwork that was created for an issue. Could this be the case here?

The dialogue actually seems slightly more complex than a typical Spidey Super Stories to me.

Yeah, and they usually stamped-up issue details in the upper margin.  The owner could narrow things down to Thundra's appearances in the Spidey universe?
