Are fees calculated pre or post cleaning/authentication on comics?

First post, so forgive me if this question was already covered somewhere on the forum. I have a question about the fees. I plan on submitting several signed vintage ASM's to JSA/CGC. Is the $400 comic value limit based on the books value before the clean n' press, without the signature or is the value determined after the work is done? Thx in advance.
