I picked up a used Epson DS-50000 WorkForce Pro Color Flatbed Scanner a couple of years ago. It's a bit of a beast but I've been very pleased with it.

CGC says it’s a 9.9 so it must be right? For the love of god always buy the book and not the grade on the label. Why people waste money on 9.9s and 10s is beyond me and Ive had my fair share of them pass through my hands and can tell you 100% the difference in visual quality would never justify the dollars you would spend on a 9.9 vs a 9.8 and is just not ever worth it IMO. But some people gotta chase after the best, even if it’s not the best. To each their own.

I’m happy that you rolled up your sleeves and did some research to find the boards and get educated on what you have. That shop owner makes my skin crawl thinking about how many people he’s probably taken over the years. I’m sorry for your loss but think your bro has a big smile on his face seeing how your cared for his collection.

This one is simple, at least to me, if I was the seller I'd eat everything, if I sold a book as unrestored and it was subbed and came back restored I would pay for the grading, the shipping and refund... You only have one reputation. Without knowing the terms of the sale or the fine print there can certainly be variables that the seller put out there to negate having to do this, just not worth fighting something like this as a seller if you want to remain in good standing..
