What does it mean if a book is graded as a 9.8 but the page quality isn't listed?

I have a green label that I want Stan Lee to sign. Will it get a Signature Series label or remain a Green label listing that it was signed by Stan?

Thanks for the info. I sent the book back to the seller and he said it was a food stain and came right off. 

What is more desirable, an 8.0 with OW/W pages or a 7.5 with white pages?
