It is the later prints that were distributed through packs usually sold at toys r us , kay bee toys , etc that had these and do to that a lot of them are worse for wear. Even some of the sealed packs I have you can see where they were not handled the best. Also of that the ones in boxed sets had a tendency to rub against one and other causes issues that would prevent high grade.

If you look closer the Action is a Second Print Logo is White and same with the Legacy also a Second Print with White Logo and both have roman numeral . These are more scarce in high grade especially 9.8 for the black covers and the Legacy for being the thicker glued spine.

Considering it is a CGC in house it would probably only be outside. Still happy to have this in time to get it there and I agree have not seen many although I sure there probably are more.

To be fair when I first signed up here they didn't know how to take the way I posted. (They being other users and moderators) The moderators were fair. I know I crossed a few lines. A lot of it involved other, now permanently banned former members. ( as they definitely deserved and should be) Also why now there are new rules pertaining to use of some images. It was a joke, as Foggy had suggested that I was banned to the cornfield , I too asked if you were as well. I know it was just the BS system glitches they needed to fix since they switched.
