How much would this affect the value of a book?

Hey everyone. I have an original copy of The Amazing Spiderman Annual #1. It is in pretty decent condition except for one thing. Someone stamped a date on the cover, then tried to white it out. How bad will this affect the grading of this book?

Need a little help from the community. I was wondering how bad will this white out flaw bring down the value of this book. Is it still worth getting graded? Is this considered a restoration? Any help would be greatly appreciated. Thank you everyone!!
