Paypal claim... I got paid!

Well Paypal found the claim / complaint against Chi Bamm in my favor, however, I am out the $100.00. since they could not recover any funds. Bunch of spoon!!!

 

Can you clarify...why wasn't this covered for $200? Is this for an Ebay purchase?
