I second Detective # 613 ("Trash")

 

Also, Gotham Central's 2nd arc (# 6-11, maybe) called "Half a Life." Gotham Central was a police procedural (think "Law & Order") but peripherally set in the Batman universe. This arc focuses on Detective Renee Montoya, (who I guess I remembered from "Batman the Animated Series") who is blackmailed with being outed as a lesbian during an otherwise-routine murder investigation. Two-Face is in it as well.

From a purely artistic standpoint, MARVELS by Kurt Busiek & Alex Ross; 4 of the greatest painted covers in the history of comics IMHO. Heck, any cover by Ross should be considered important.

 

The story and interior art is also awesome. A man on the street view of the history of the Marvel age.
