As much as people like to grumble about ebay\paypal, the system does work.

 

I received an email from paypal (5 days after I opened a dispute) stating that my money will be returned to me after I have the sheriff fax a document stating that he has the reprint comic.

Now that the dispute is closed -- I made the unwise assumption that the seller wasn't stupid enough to try and switch comics and get away with it. Also, stupid was his assumption that I wouldn't file a dispute. I'll never underestimate the stupidity of neophyte eBay sellers again.
