I believe this is Wally Wood's third and last cover for Mad before Norman Mingo and Kelly Freas took up their respective cover runs. Borders on these early Mad were done by Harvey Kurtzman and Bill Elder.

Wish this site would show the book when you use the "quote" function. Jayman, any idea who did the cover on the Adventures Into Weird Worlds #28? It's a very cool cover.

 

AtlasTales suggests Harry Anderson and it does look like him. The cover ink line is different than on most of his covers but resembles very closely his early line when drawing interior stories. Btw, I was struck by that cover too. Never seen it either!
