Problems with the main site

Whenever I try to access the CGC Census page through my control panel - I get prompted to either sign up or login. I login and am prompted the same way again. I can't navigate out of the "upgrade" page without selecting a non-free tier.

 

The CGC Census is supposed to be available for free...what gives? (shrug)
