According to the 1985 edition of The Official Handbook to the Marvel Universe, Black Panther's natural abilities "have been heightened to a nearly super-human degree by the sacred heart-shaped herb found only in the hidden plateau near Wakanda."

 

So, he uses herb to "enhance" himself. Must be some good stuff!!!

Magnus Robot Fighter might give some of the prior suggestions a run for their money. I don't mean the Valiant Universe second generation Harbinger Magnus, but the original Gold key version.

He could break steel with a bare handed chop, and IIRC he had no super powered enhancements.
