Who said this, and when?

"Recently there has been some talk in the comic industry of establishing a grading service. While the benefits of such a service are numerous, the obstacles in the creation of such a service are also numerous. The success of rare coin grading services such as PCGS may be difficult to duplicate in the comic market. Although many coin dealers would disagree, the hardest type of collectible to grade is the comic book. A wide variety of variables have to be taken into account, such as cover gloss, paper quality, and cover defects such as creases, tears, and chipping. This does not even begin to take into account the presence of restoration. However, the advantages of an accepted grading system may well outweigh these obstacles. Questions such as exactly how this system will be created and exactly who will do the grading will be left to a future date."

Bonus question. Who and when?

"I'll tell you what is NOT going to happen, and I'll stake my reputation on it--once the prices of Marvels rise to whatever peak they actually hit, they will not plummet downward. They won't drop 190 points in a day or a year. They are scarce and there is and always will be a huge demand. In time Fantasy #15 will be the Action #1 of my generation."

Sounds like Keith Contarino, circa 1988-89 (although it could be 1991.)

In fact, it sounds like what he said in an Overstreet Update. If I had time, I'd dig it out and get the exact quote.

Excellent, excellent. Both are from an Overstreet update,1989. Amazing that it took many more years before CGC got started.

The first quote is actually Fischler, not the second.

For the second comment about Amazing Fantasy 15, etc. think about who else was at the absolute top of the back issue game back then. There's some irony as his quote talks about him staking his reputation and his reputation five years later was basically mud.
