Well, true they are both Nick Cardy covers, but I think it is more likely due to

a) same title / same editor (Boltinoff)

b) the sheer volume of horror books DC put out in the 1970s meant they had to re-use a lot of ideas

I thought it might be Cardy as he appeared to do a lot of the WH covers around that number.

 

Anyone know whether the stories are fairly similar?
