I think collectors are usually a more general definition of "variant"

to encompass any "other editions, premiums, etc." of a more common issue.

According to Webster...

Variant (noun) - Something which differs in form from another thing, though really the same.

There's no requirement in the definition that the original purpose has to be considered.
