If you're talking a/b Marvel as we know it now (post FF 1) it would have to be The Cat (Nov '72) followed by Shanna the She Devil (Dec '72).

Absolutely 893applaud-thumb.gif. That was the first one I thought of too but I was more focused on the "staring in her own title" part. Black Widow was definately Marvel's first Lady of Action during the '70s.
