a) sometimes moisture damage without the presents of tide lines are not visible with scans. Only looking at the book in hand at an angle will show it and/or just the feel of the paper can confirm it.

 

b) this book may(just a wag) have stains on the cover as the notes are saying and the stains were missed the first time.

 

c) error could have been made this 2nd time around and the resub will yield a higher grade like a 9.0 or higher.

 

d) if the the resub comes back 8.0 again with the same notes then we know it was missed the first time around and the flaws just can't be seen based on the scans.
