You're talking about three different characters here.

 

That manhole character is, I believe called The Spot, Doorman was in the Great Lakes Avengers and Atlas's brother was the Smuggler.

The "New 52" edition:

 

Starling is a cool new character introduced in the new Birds of Prey #1, for those of you who aren't reading stuff on the shelves right now. 12 appearances.

 

And this guy is about one of the coolest characters I've ever seen. Introduced eight months ago in Voodoo #2. 6 appearances.

I liked the character from the Codename: Assassin story in First Issue Special. I also thought Equinox was really cool as a villain.

 

Agreed...DC never did a follow-up to what was a pretty good story / premise.
