When and where did ROBIN go from being the "Boy Wonder" to

the "Teen Wonder"?

Here's the real answer (I think)...

 

As late as Detective 395, the Robin logo in the backup story is ROBIN, The Boy Wonder. In Detective 396, 397 Batgirl has the backup spot, no Robin. With Detective 398, the logo changes to ROBIN, The Teen Wonder (italics in the original). The next issue, Detective 399, the logo is simply ROBIN, The Teen Wonder.

 

I don't think there was ever any in-story explanation. It probably just belatedly occured to the powers-that-be that college-age young men likely wouldn't appreciate being called boys.
