24 has her on the cover but her first appearance is in 23. She is in several pages in 23. Overstreet says that 24 is the first full RS story.

It's kind of like Hulk 180 and 181 where Wolverine makes his first appearances. Though Red Sonja doesn't draw the same water Wolverine does. #23 was her first appearance, and #24 was the first full story featuring Conan and herself, "The Song of Red Sonja". Reprinted many times. Incidentally, #24 is the last Barry Windsor Smith artwork for Conan. Both issues have comparatively similar values, but for me #24 is the nicer cover because she's on it, and much sexier than any Wolverine image.
