I've found the most success with foriegn artists. I actually have two on reserve waiting for scripts (one to be published in The Philippines, the other is a first look for a u.s. publisher). Luckily both have agreed to split the rights even and share of the resulting profits. Met them both through an old Facebook group (my old publisher) during an open call.

 

You never know where you meet people. One good group on fb is called connecting comic writers with artists.
