I am reasonably sure it isn't a stain as cgc have given the book a 9.6 but was wondering if this is production related or not?

I would expect ink transfer to exist on top of the paper. This looks like it's penetrated into the paper.

I didn't mean to impugn your skills I just sent some close ups to some pressers and both said ink transfer.
