That was the Cover art for Tales of the Teenage Mutant Ninja Turtles Number 1 which was being done around the same time as the reprint of TMNT #4. These were run accidentally.

I've seen these in scans and pix, but never owned one - so it's mag-sized like the #4s, but with the different cover? hm
