Ash Cans were (are) comics hastily put together by a publisher to reserve a name of a comic. So before you are able to put out Flash Comics #1 you want to make sure no one gets that name. You put together a previous comic interior with a new exterior (usually just a put together title with old art) and publish it so you reserve the name.

Yeah, I guess I'd just settle for highest graded Action #1 and Detective Comics #27 instead if I had 5 million to spend on comics.
